The specific aim of the exercise is to understand how some of the provisions in the current Act and their enforcement deter ‘informal’ enterprises/businesses from registering; and what the perceptions of entrepreneurs are about the significance of the Act in expanding the size of the net of registered enterprises.
Beside the thought process to recast the issues within a meaningful framework, the study drew upon information collected from enterprises (business units). A questionnaire was administered in major cities, with a greater emphasis on the Dhaka and Chittagong metropolitan areas.
